Because they are two different products. Employer of Record is a service — we become the legal employer of your team in India, which means we carry the entity, the statutory liability and the compliance obligations on your behalf. HRMS & Payroll is software — you already employ your people through your own Indian entity, and you licence the platform to run them. The EOR fee is priced as a service in USD; the HRMS fee is priced as per-seat software in INR.
If you do not have an Indian legal entity and want to hire people in India, you need the Employer of Record. If your company is already registered in India and you employ people directly, you need HRMS & Payroll. If you are an Indian company, it is almost always HRMS & Payroll.

HRMS & Payroll includes a 14-day free trial you can start yourself, with no card required. Employer of Record does not have a trial, because it involves legally employing a real person — we scope it on a call and confirm a binding quote before anything is signed.
No setup fee on either product. On EOR, the management fee is separate from the employee's actual cost of employment (gross salary plus employer contributions such as PF, ESI and gratuity accrual) — the cost calculator shows both so there are no surprises. On HRMS, the per-employee price is the price.
EOR is quoted in USD and can be billed in USD, GBP, EUR or CAD, converted at the live daily rate. HRMS & Payroll is billed in INR, since it is licensed to companies operating with an Indian entity.
